Vous avez \u00e9conomis\u00e9 135 \u20ac\u201d<\/em><br>Juste en dessus, une illustration montrant un ma\u00eetre ramassant la crotte de son chien. Et la mention de l\u2019amende pr\u00e9vue.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Sur le papier, c\u2019est positif. On ne parle pas ici d\u2019un avantage fiscal, d\u2019une aide ou d\u2019un bonus. Non. On f\u00e9licite les citoyens pour <strong>ne pas avoir \u00e9t\u00e9 sanctionn\u00e9s<\/strong>. C\u2019est un peu comme dire \u00e0 un pi\u00e9ton : <em>\u00ab Merci de ne pas avoir travers\u00e9 au rouge, vous avez \u00e9vit\u00e9 une prune. \u00bb<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cette affiche dit en creux : <em>\u00ab Bravo, tu n\u2019as pas \u00e9t\u00e9 rackett\u00e9. \u00bb<\/em> Ce qui trahit un mod\u00e8le bien ancr\u00e9 :<strong>La commune ne valorise pas le bon comportement, il mon\u00e9tise le mauvais<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<div style=\"background-color: #d9edf7; color: #31708f; border-left-color: #31708f; \" class=\"ub-styled-box ub-notification-box wp-block-ub-styled-box\" id=\"ub-styled-box-13451b4c-4f70-4337-9860-6cda6dfd7dd3\">\n<h2 class=\"wp-block-heading\" id=\"ub-styled-box-notification-content-\">En France, la p\u00e9dagogie passe par la caisse<\/h2>\n\n\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">Il suffit de regarder autour de soi : <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>amendes pour stationnement, <\/li>\n\n\n\n<li>p\u00e9nalit\u00e9s pour imp\u00f4ts en retard, <\/li>\n\n\n\n<li>sanctions pour d\u00e9p\u00f4t sauvage, <\/li>\n\n\n\n<li>redevances pour ci, <\/li>\n\n\n\n<li>forfaits pour \u00e7a.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Peu de pays ont autant institutionnalis\u00e9 l\u2019id\u00e9e que ce qui ne passe pas par le porte-monnaie ne vaut pas la peine d\u2019\u00eatre transmis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le civisme ne se construit plus par l\u2019exemple, la confiance ou l\u2019\u00e9ducation. Non ! Il est factur\u00e9 \u00e0 l\u2019avance. Et si vous avez le bon comportement ? <strong>Ce n\u2019est pas votre respect qu\u2019on salue, c\u2019est juste l\u2019amende qu\u2019on n\u2019a pas pu encaisser.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">C\u2019est l\u00e0 qu\u2019est le basculement : le respect devient un <strong>manque \u00e0 gagner pour les pouvoirs publics<\/strong>. Paf. <\/li>\n\n\n\n<li>Pas de sac \u00e0 crottes ? Re-paf. <\/li>\n\n\n\n<li>En dehors des zones autoris\u00e9es ? Encore paf.<br><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Ce n\u2019est pas qu\u2019on ne veut pas de chiens. Et que votre seule chance d\u2019avoir la paix, c\u2019est de prouver que vous ne m\u00e9ritez pas de payer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">C\u2019est une logique anxiog\u00e8ne, infantilisante, et profond\u00e9ment inefficace sur le long terme. Car elle ne fabrique pas des citoyens engag\u00e9s. Elle fabrique des gens qui avancent la peur au ventre, en se demandant o\u00f9 se cache le prochain pi\u00e8ge tarif\u00e9.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Et si on changeait de logiciel ?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Ramasser la crotte de son chien, ce n\u2019est pas un exploit. Ce n\u2019est pas non plus une \u00e9conomie. C\u2019est juste un geste normal.<br>Ce qui manque aujourd\u2019hui, ce n\u2019est pas plus d\u2019amendes. C\u2019est plus de reconnaissance pour les gens qui font d\u00e9j\u00e0 les choses bien, chaque jour, sans projecteurs, sans validation, et sans menaces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ce n\u2019est pas en valorisant l\u2019\u00e9vitement de la punition qu\u2019on construit une soci\u00e9t\u00e9 apais\u00e9e. C\u2019est en restaurant le sens du collectif, du respect, et de la responsabilit\u00e9 partag\u00e9e.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Et si, pour une fois, on disait simplement : <strong>\u201cMerci. C\u2019est normal.
